Is health insurance mandatory for a Turkish residence permit?

Yes. As of 2014, all foreign nationals applying for a Turkish residence permit must have a valid health insurance policy. The policy must cover the full duration of your permit.

What's the difference between foreign health insurance and TSS?

Foreign health insurance (yabancı sağlık sigortası) is a full private health policy. TSS (tamamlayıcı sağlık sigortası) is a complementary policy that tops up SGK public health coverage. If you have SGK, you need TSS. If you don't, you need full foreign health insurance.
