TSS stands for Tamamlayıcı Sağlık Sigortası — complementary health insurance. It is designed for people who have SGK (Turkish state health insurance) but want access to private hospitals and specialist care. TSS tops up your SGK cover for the private sector.
If you have SGK coverage (either through employment or voluntary SGK payments) and want to use private hospitals and clinics, you need TSS. Without it, private hospital costs are largely out of pocket. TSS also reduces or eliminates co-payments.
Foreign health insurance (yabancı sağlık sigortası) is a standalone private policy for people who do not have SGK. TSS is an add-on for SGK members. If you don't have SGK, you need full foreign health insurance — not TSS.
TSS alone is not accepted for residence permit applications. If you are applying for a residence permit you need a full foreign health insurance policy. However, if you already have SGK enrolled before your application, TSS may be accepted in some cases. We can advise based on your situation.
